The agreement involved a land exchange and a commitment by CNR to construct a building at the corner of Regina Street and William Street in Waterloo, Ontario to house the new city hall. However, Telegdi and others contested the land sale price and were concerned about the discovery of coal tar on the construction site and later in the regional water pumping station and wells.
