Materials related to Luke Stewart's complaint against members of the Toronto Police Services and the York Regional Police Services, both at a protest and at the prisoner processing centre with the Office of the Independent Police Review Director (OIPRD). It was found that there was evidence of misconduct by members of the police as defined by the Police Services Act, namely Discreditable Conduct and Unlawful Exercise of Authority. However, the OIPRD directed the chiefs of police not to take any disciplinary actions against the officers. Includes reports and correspondence from OIPRD as well as materials from Luke's lawyer and cases used for precedence.
