File consists of "H" correspondence to and from E.F. Roberts. Includes a letter to W. Philip from the Town of Hespeler dated March 25, 1948 requesting the Commission take action to prevent flooding such as had just occurred on the Speed river and W. Philip's letter to E.F. Roberts concerning a reply: "Dear Roberts, re attached Hespeler letter I have telephoned the town clerk stating the steps necessary to accomplish their objective. and suggesting they call a meeting of the interested municipalities to meet our Executive, when the matter can be thrashed out. We should encourage this."
