Outgoing correspondence sent out over W. Phillips signature includes one to W.Ross Macdonald, K.C., M.P., re flood control and to and from Dr. Charles G. Abbot of the Smithsonian Institution concerning his theory that sun spots cause varying degrees of rainfall and droughts, of which W. Philip notes: "I am very much interested in this theory and want to have positive information." The latter correspondence includes graphs.
