File consists of correspondence between the GRCC and the Ontario Dept. of Lands and Forests Conservation Authorities Branch. The correspondence concerns amending the Grand River Conservation Act for the purposes of receiving grants from the Lieutenant-Governor-in-Council, and with the mechanics of transferring the Conservation Authorities Branch from the Dept. of Commerce and Development to the Dept. of Lands and Forests.

Ayr and Montrose Dams : Mr. M. A. MacKrell and Dr. R. Pinola.

File consists of material relating to drafting a proposal for construction of Ayr and Montrose Dams, as well as an overall plan for development of the watershed to be used for obtaining government assistance. The initial report proposal by M.A. MacKrell of J.M. Tomlinson & Associates, Consulting Engineers, for the engineering and final submission portion of the proposal was accepted by the GRCC executive.

J.M. Tomlinson & Associates were appointed to "undertake and engineering study of the Grand River watershed in general, and of the proposed Ayr Dam and Reservoir Site on the Nith River and the proposed Montrose Dam and Reservoir Site on the Grand River in particular." (memo, G.E. Fisher, undated). Rudolph Pinola of University of Waterloo was appointed to prepare cost-benefit study portion.

Includes correspondence, a draft appendix containing data for stream discharge measurement stations in the Grand River Basin, 1913-1963, tables drawn up by I. Kao and a thermofax copy of a 7 p. document: "Data required for a cost-benefit study for the Grand River Conservation Commission.".

Kelso Roberts, Minister of the Dept. of lands and Forests concerning receipt of a report by Prof. D.J. Clough, as well as other correspondence. One letter annotated by G.E. Fisher "A hot reply."

The main purpose of the meeting was to discuss with other county and township councils the "advisability of organizing a conservation association throughout the territory bordering the Grand River and tributary streams and in Grey County to the north for the purpose of carrying out conservation in all its branches." Includes a memorandum from J.R. Dymond, Secretary, concerning the "Guelph Conference," forwarded to E.F. Roberts by Wm. Philip with note: "This is your baby, Roberts. "
