Series consists of the Muskoka Lakes Association yearbook for the years 1993 to 2006, and an association handbook from 1988.

Muskoka Lakes Association fonds : 2006 accrual.

Accrual consists of material documenting aspects of the administration and activities of the Muskoka Lakes Association and some of its committees, mainly during the period from 1978 to 2003. During this time, the primary political and environmental concerns of the association included land use and resort development, taxation, water quality, and relationships with municipal and provincial governments.

Accrual contains records created and accumulated by chairs of political, environmental, and land use committees and by several presidents, as well as records relating to office administration and other committees and activities of the association.

Includes correspondence and memoranda; reports; presentations; committee minutes and agendas; newspaper clippings; publications; handwritten and typed notes; notices and decisions of provincial judicial boards; official plans, by-laws and other municipal documents; maps and architectural drawings; ephemera; and other material.

Administration : Office Files

Series consists of material created and accumulated in the course of the administration and operation of the MLA office in Port Carling and the role of the office in supporting the work of the association executive and committee members. Some of the files were created and maintained by Kathy Aitken, Executive Director from 1997 to 1999, and other files were possibly created and maintained by Cheryl Hallows, bookkeeper from 1996 to 1999 and Executive Assistant from 1999 to [200-], and Cheryl Watt, office assistant from 1999.

Material relates to property assessment and taxation and the group appeal to the Assessment Review Board launched by the MLA, the activities of the Political Portfolio and Safety Portfolio, as well as various other issues and events including crime and policing, safe boating, municipal elections, the antique boat show and an annual general meeting.

Includes correspondence and memoranda (some drafts), photocopied newspaper clippings, reports and presentations, lists of MLA members and roll numbers, meeting agendas and minutes, typed and handwritten notes, financial statements for 1988 and 1989, posters, photographs, a handbook, and other material.

Safety portfolio.

File consists of material relating to the activities of the Safety Portfolio (committee), including work on the issue of boating safety as well as the development of a 911 service in the Muskoka region. Includes correspondence (some faxed, some drafts), photocopies of newspaper and newsletter clippings, news releases, minutes of one meeting of the committee (1997), a copy of Bill 41 (regarding the certification of motor boat operators in Ontario), and other photocopied material.

Reports and Theses

Series consists of studies and reports prepared by or for the MLA and university student theses about issues of interest to the association. Subjects of the reports and theses include: planning, the environmental impacts of planning and development, property taxation, the financing of education in Ontario, and the historical geography of resorts in Muskoka. Series also includes some correspondence, the official plan for the District Municipality of Muskoka, and amendments to the plan.

Diamond in the Ruff.

File consists of material relating to the expansion of the Diamond in the Ruff golf course and the associated permit to withdraw water from Nutt Lake and other sources, and an amendment to the Township of Muskoka Lakes official plan. Includes faxed and photocopied correspondence and notices, reports from the Township's Director of Planning, a review of an environmental impact study, photocopied portions of maps and drawings, a draft of an amendment (no. 27) to the official plan, and other photocopied material.

Foots Bay Waterfront Landing.

File consists of material relating to a proposed amendment (2000-144) to zoning by-law 87-87 in Township of Muskoka Lakes to permit a waterfront landing, contractor's yard, and accessory dwelling unit at Foot's Bay.

Includes photocopies of documents: a planning report, a notice of public meeting, a proposal, planners' notes, correspondence, a draft of the amendment, handwritten notes, a memorandum of oral decision from the Ontario Municipal Board, etc. Similar material relating to a previous amendment (92-125) to by-law 87-87 is also included. Sticky notes are present throughout the file.

Environmental Portfolio Chairperson's Files : Peter W. Hand

Series consists of material created and accumulated by Peter Hand in his role as Chair of the Environmental Portfolio from 1997-1999 and co-chair in 2000-2001. The Environmental Portfolio was responsible for addressing issues of water quality, forest, land use, waste management and wildlife; during this period, much of the focus was on land use, especially resort development on the Muskoka lakes.

The series contains material relating to MLA responses, sometimes in partnership with other local associations, to proposed developments at the Lake Joseph Club, the Lake Rosseau Beach Resort, the Muskoka Sands Resort, and other locations. Responses include submissions to the Township of Muskoka Lakes and the District Municipality of Muskoka relating to re-zoning applications and amendments to site plans, as well as appeals to the Ontario Municipal Board.

Series consists of newspaper clippings collected by Michael Vaughan during his involvement with the MLA as a member and then chair of the Committee on Land Use, Taxation, and Highways (1969-1982); and then as vice-president (1982-1984) and president (1984-1986) of the association.

Clippings relate to the activities of and issues of interest to the MLA. Includes clippings from newspapers in the Muskoka region and some clippings from Toronto or national newspapers. Some clippings are photocopies, and some include memoranda or annotations for or by Vaughan.

Political Portfolio Chairperson's Files : Robert Topp

Series consists of material created and accumulated by Robert Topp in his role as Chair of the Political Portfolio and its Taxation Committee (1994-1995) and member of the Political Portfolio and Chair of its Taxation Committee (1995-1996).

The Political Portfolio was involved in political and tax-related issues, and during this period was especially focused on property taxation and a group appeal of the 1992 property assessment to the Assessment Review Board launched in 1995 on behalf of over 1000 MLA members with property on Lakes Muskoka, Rosseau, and Joseph.

The appeal resulted in a decision favourable for the association that was then appealed by the Assessment Commissioner to the Ontario Municipal Board, where the association was partly successful and was granted leave to appeal to the Ontario Divisional Court.

Series includes correspondence (some drafts), reports, presentations, newspaper clippings (some photocopied), ARB and OMB notices and decisions, lists of members of the group appeal, handwritten notes, news releases, and other material.

File consists of material relating to the Ontario School Board Reduction Task Force recommendations, which included the amalgamation of the Muskoka and Simcoe County school boards. The Muskoka Lakes Association was concerned with a potential increase in property tax as a result.
