File consists of correspondence between Mrs. W.H. Clark and members of the executive of the Canadian Council on Rural Development (CCRD) including the President, Tom Espie, the Council Chairman, Mr. David Kirk, and Executive Director, Gaetan Daoust. Many of the letters relate to issues which are of joint relevance to the CCRD and the Indian-Eskimo Association. Other correspondence relates to Clare Clark's recommendations, contributions, and advice regarding CCRD activities and policies while she was a member of this organization in the 1960s and 1970s.

Also in the file is correspondence between Hon. Jean Marchand, Minister of Forestry and Development, and Mr. Kirk, Chairman of the CCRD, and some correspondence between Mr. Kirk and Mr. Tom Kent, Deputy Minister for the Department of Regional Economic Expansion.These letters primarily relate to the status and terms of reference of the CCRD in government policy as well as to other matters.
