A large proportion of the correspondence is concerned with matters of funding.
Inserted in the file are : a Kitchener-Waterloo Record article titled : Flood wiped out pair's $10,000 dream, May 6, 1972; and a Regional Municipality of Waterloo pamphlet titled : Flood Warning System, amended March 20, 1980.
The following ms. note is inscribed on the folder : "Do not take apart: file assembled for Flood Inquiry, May, 1974."

Contains ts. (original and photocopy) correspondence to and from the Grand River Conservation Authority from their legal representatives, the firm of Lochead Sills Barristers, Kitchener, Ont.
Also includes ts.(original and photocopies) correspondence from 1948 to 1969 between the GRCA and federal and provincial authorities concerning flood control projects, and between the GRCA and legal firms, which appears to have been collated as evidence.
