The initial report proposal by M.A. MacKrell of J.M. Tomlinson & Associates, Consulting Engineers, for the engineering and final submission portion of the proposal was accepted by the GRCC executive.
J.M. Tomlinson & Associates were appointed to "undertake and engineering study of the Grand River watershed in general, and of the proposed Ayr Dam and Reservoir Site on the Nith River and the proposed Montrose Dam and Reservoir Site on the Grand River in particular." (memo, G.E. Fisher, undated). Rudolph Pinola of University of Waterloo was appointed to prepare cost-benefit study portion.
